Min Quan

TMG Min Quan is branch of The Monitoring Group that provides casework, advocacy and support services to victims of racial and domestic violence from the Chinese community. This work includes actions against the police for misconduct, representation and advocacy, training, information dissemination, a helpline and open surgeries.

In 2006, TMG was awarded a strategic grant by the Home Office to develop Min Quan’s work in supporting the Chinese community nationwide. As a result, TMG Min Quan is a strategic partner with the Home Office and Department for Communities and Local Government.

The award has allowed TMG Min Quan to focus on upgrading their provisions and facilities for the Chinese community who have experienced an upsurge of victimisation and racial attacks. TMG Min Quan has established offices in London, the Northwest and Southwest of England.

Research

As part of the DCLG project, TMG Min Quan has also commissioned research into racial harassment and racial violence experienced by the Chinese community in the UK. To find out more about this research, click here.

Min Quan, like other projects in The Monitoring Group, spearheads campaigns that arise out of high profile cases, as follows:

History of TMG Min Quan

In 1999, the New Diamond Restaurant in London Chinatown was attacked. Volunteers formed a group to support and represent the victims of the attack. The volunteers mounted a campaign highlighting the plight of the waiters, set up an emergency Helpline for the victims, and an advice surgery in Chinatown.

The need for these services was so great at the time that this embryonic Min Quan group was soon overwhelmed with calls for assistance from across the country during the winter months of 1999.

Throughout this time, the volunteers carried out their activities with the assistance of The Monitoring Group (TMG), a long-established anti-racist organisation. In 2000, Min Quan formalised its status and became a branch of TMG.

 

The Monitoring Group 监督组

监督组成立于 1979 年,是英国主要的全国性反种族主义慈善机构,专业处理种族案件,援助受到种族暴力、仇恨及警方渎职事件 影响 的受害人、家庭及社区。 在过去的近 30 年中,监督组援助过上万受害人,其中包括那些遭遇种族谋杀和可疑死亡的受害人及家属。受到社会关注的案件包括: Ricky Reel, Michael Menson, Stephen Lawrence, Victoria Climbie and Zahid Mubarek 等。 其中 Stephen Lawrence, Victoria Climbie, Zahid Mubarek 案件作为英国司法史上三宗具有里程碑意义的公众质询案例,监督组扮演了重要角色,为英国政府和司法机构完善改进仇恨案件的受理、调查取证、审理等法律法规做出了巨大贡献。

Min Quan 民权

民权是监督组的一个分支机构,成立与 1999 年,多年致力于为华人社区服务,关注在英华人安全问题,援助受到种族滋扰 / 袭击、警方渎职事件的受害华人。其中处理过社会关注的案件包括:米高黄陈 ( 音译 ) 被杀案,多佛 58 惨案,摩坎贝拾贝惨案等。

民权 2006 年成功获得内政部( Home Office )战略资金,并成为社区和地方政府部( Department for Communities and Local Government ) 战略性伙伴,此项目使民权专注于提高英国公共机构对在英华人 / 中国人的服务,建立华人社区对司法公正的信心,确保社区的需求被广泛认同并重视。民权分别在伦敦,曼彻斯特和南安普顿设有办公室。我们的工作包括案件处理和项目发展两个方面。

案件处理是指帮助受害人及家属处理个案,代表受害人联络相关部门(包括警方,当地政府或检察机关等),寻找事件相关证人(包括派发传单),为受害人及家属提供法律援助并帮助他们申请相关赔偿。

项目发展工作包括:提高在英华人对相关政策法规及个人合法权益的认识;了解华人社区的需求,反馈给英国政府部门;鼓励大家与司法机关合作,举报罪案;组织晚会和活动宣传中国文化,促进不同民族间的沟通了解和尊重。

过去一年里,民权处理受到社会关注的案件包括:两宗针对在英中国人的谋杀案,一宗可疑死亡案件,一宗留学人员被警方无故殴打案件, 8 宗中国留学生受袭案件及几十宗中餐馆外卖店铺受到种族滋扰案件。通过与警方高层,学校相关部门的多次沟通,从后期个案中可以看出,相关部门在处理在英华人案件上,已经有了不同程度的改善,特别在南安普顿,警方和学校对于援助中国受害学生的工作有了明显的提高。

我们的宗旨是以受害人为中心,尽到最大的努力援助受害人及他们的家庭。我们会不断努力服务于华人社区,为华人社区的团结和强大,为增进华人和其他各民族间的了解与和谐作出我们的贡献。
